Lieutenant Frank Drebin Jr. of the LAPD Police Squad begins his chaotic day by singlehandedly taking down a gang of bank robbers while disguised as a schoolgirl. Unbeknownst to him, this daring act was merely a distraction for the thieves to steal a mysterious device called the “P.L.O.T. Device” from a safe deposit box. Recognized for his over-the-top law enforcement antics, Drebin is reassigned by Police Chief Davis, who sees his behavior as a liability. In a moment of reflection, Drebin pays tribute to his late father, Frank Drebin Sr., praying for a sign of approval—an owl appears, symbolically answering his prayer.
Drebin’s next case involves investigating the fatal car crash of software engineer Simon Davenport. Although Drebin initially assumes it was suicide, he notices a suspicious matchbook at the scene. Simon’s sister, Beth, a crime novelist, disagrees with Drebin’s conclusion and urges him to investigate further, but he discourages her. Drebin follows a lead to Richard Cane, Simon’s wealthy employer at Edentech, during a tech expo. Their mutual admiration for the Black Eyed Peas leads Cane to donate a self-driving electric car to Police Squad, which Drebin struggles to control, causing chaos. Drebin also notices that the matchbook found at Simon’s crash site has the same logo as Cane’s personal nightclub.
Cane privately reveals his sinister plan: he intends to use the P.L.O.T. (“Primordial Law of Toughness”) Device to regress humanity into a barbaric state, culling the population for the benefit of a select group of billionaires who will be protected in a fortified bunker. Drebin’s investigation connects Simon’s deposit box with the bank robbery, and he confronts one of the robbers to learn more. At Cane’s nightclub, Beth distracts him with improvised, terrible scat singing while Drebin fights through numerous goons to access security footage. He discovers that Simon had been meeting secretly with a journalist. For his insubordination, Drebin is suspended by Chief Davis.
Beth comforts Drebin, who is struggling with memories of his late wife, and they spend a romantic weekend together at an alpine lodge. Their time takes a bizarre turn when a magical, living snowman becomes part of their tryst, only to turn murderous after being neglected. Drebin’s investigation continues as he discovers the murdered journalist and is framed for the crime. Attempting to escape in the electric car, Drebin is trapped again as Cane manipulates the vehicle’s controls, though Drebin eventually uses Clippy, a helpful digital assistant, to unlock the doors. Meanwhile, Police Squad has been decommissioned. Drebin suspects Beth may have ulterior motives, leading him to leave her home angrily.
Drebin captures Cane’s henchman Gustafson, who confesses that Cane plans to activate the P.L.O.T. Device during the New Year’s ball drop at a mixed martial arts match held at the “Ponzi-scheme.com Arena.” Drebin gears up with an earpiece to block the Device’s influence, while Beth plots to kill Cane, aware that he anticipates her every move due to the storylines in her novels. The P.L.O.T. Device is hidden inside the New Year’s balls. During the event, Drebin loses his pants, exposing himself in front of the crowd, causing chaos as the Device activates and incites violent behavior citywide.
Amid the chaos, Drebin fights through the maddened crowd, bouncing ejected handgun magazines to defend himself, yet Cane escapes. In a climactic twist, his father’s spirit appears as an owl, helping Drebin incapacitate Cane with a single punch. Beth almost exacts revenge on Cane but is persuaded by Drebin to step back. Together, Drebin and Beth use the P.L.O.T. Device to calm the populace. Cane is arrested, and the city is restored to order.
In the aftermath, Drebin faces what appears to be an investigation by “Internal Affairs,” only to discover it is actually a tropical resort where he spends time relaxing with Beth.
